Yes, the PA can amplify an unmodulated signal. However, which is your scope for transmitting an unmodulated signal? Yoy are using a software to control the SKY66111, aren’t you? Or you are running the proximity reporter from the SDK? If you have a production test software, which can control the PA, you could also use the RF Master from SmartSnippets Toolbox for generating an unmodulated TX signal.
As it is mentioned before, the PA can an unmodulated signal, so let me check it internally why you are getting 0dbm. You are using a custom board, is that correct?
Can you please indicate if you have checked the control signals of you PA? Do the control signals look the same when transmitting a modulated and unmodulated signal? It would be very helpful to provide me a trace of that signals. I am assuming, that the software isn't controlling the external PA signals correctly, when in unmodulated mode. The modulation itself will not change the output power by 10dB. In addition, please check the output power directly after our device in unmodulated mode, too. It should be around 0dBm.

I use prod_test project, and follow UM-B-089_DA14585_Range_Extender_Reference_Application_v1.0 to make PA work.
then use RFMaster to generate modulation and unmodulation TX signal, however modulation signal is near 10 dbm, unmodulation signal is about 0 dbm.

Sorry for that my PA is sky66407
We use reference mother and daughter board with Sky66407,
The result is the same, unmodulated tx power is around 0 dbm, modulated tx power is 10 dbm

1. Reference Board unmodulated Tx is around 0 dbm.
2. Add PA function
2.1 Generate modulated Tx signal, Tx pin low -> high
2.2 Generate unmodulate Tx signal, Tx pin no change
As you are assuming, the software doesn't control PA.

Would I modify any other to control PA when generating unmodulated Tx signal?
